PON Inclusione (National Operative Program Inclusion), is an action plan to counter severe marginalisation in Milan.

Within the framework of the PON Inclusione 2014/2020, the Municipality of Milan created pathways for networking, experimentation and innovation, through the involvement of the main actors working with unhoused people in the urban context.

In the Summer of 2019, Codici was commissioned for the planning and realisation of training, monitoring and evaluation activities to enhance and innovate services and organisations responding to social emergency and countering severe marginalisation in Milan, i.e. mobile units, day centres, shelters, ‘housing first’ experiments, volunteer groups, structured third sector organisations, council authorities and other city institutions.
